Drone photography & video in Rochester

Aerial photography and drone video in Rochester cover a walkable Main Street downtown, the Paint Creek valley and the hotels, venues and homes around it, and we have filmed the Royal Park Hotel from the air. The airspace over the city is open, so the real planning happens at City Hall, which requires a film permit for commercial shoots.

Flying in Rochester

FAA data puts all of Rochester in uncontrolled Class G airspace at the surface, with no UAS facility map grids in the city, so flights below 400 feet need no LAANC authorization. Other low traffic and the city's film rules shape a shoot more than the airspace does.

  • According to the FAA's Class Airspace data, downtown Main Street, the Royal Park Hotel and Rochester Municipal Park are Class G at the surface, with Class E starting 700 ft above the ground. Our overlay of the FAA's UAS facility map on the Census city boundary found no grids anywhere in Rochester.
  • Oakland County International Airport (PTK) in Waterford has Class D airspace from the surface to 3,500 ft MSL, but by our measurement its boundary stays more than 9 miles west of the city line. Oakland/Troy Airport (VLL), about 10 miles south of downtown, has no Class D in FAA data.
  • Detroit Metro's Class B airspace starts at 6,000 ft MSL over parts of the city, far above any Part 107 flight.
  • Amazon runs Prime Air delivery drones from a Pontiac facility that serves a 7.5 mile radius, according to WXYZ. Part 107 requires us to give way to other aircraft, so a visual observer watches the sky on every flight.
  • Class G is not a free pass. Temporary flight restrictions still apply, so we recheck B4UFLY or a LAANC app the morning of each Rochester shoot.

What Rochester businesses film from the air

Rochester packs a lot into a small footprint. The city covers under 4 square miles of land, according to Census Bureau boundary data, and much of the aerial work centers on downtown Main Street and the Paint Creek valley that runs beside it. Restaurants, shops and offices use drone video to show a storefront in the context of a busy, walkable street. Hotels and event venues use aerial photography to show the creek, the trees and how close guests are to downtown.

The Royal Park Hotel is a good example of the setting. The hotel describes itself as a AAA Four Diamond property on the banks of Paint Creek with 143 guest rooms and suites, and we have filmed the Royal Park Hotel from the air. The Paint Creek Trail passes nearby. The Paint Creek Trailways Commission says it was the first non-motorized rail-to-trail in Michigan, open since 1983 and drawing more than 100,000 visitors a year. For trail-side homes and businesses, a drone videographer can follow the green corridor in a way no ground camera can.

Open airspace, with other traffic

We checked the FAA’s Class Airspace and UAS facility map data across Rochester. The city is Class G at the surface throughout, and no LAANC authorization is needed below 400 feet. Oakland County International Airport’s Class D stays well to the west, and Oakland/Troy Airport to the south has none.

That does not mean the sky is empty. Amazon’s Prime Air service flies delivery drones from a Pontiac facility with a 7.5 mile delivery radius, according to WXYZ. Every Part 107 pilot must see and avoid other aircraft, so we assign a visual observer to watch for them. Our Detroit drone rules guide covers the rest of the federal rules.

City permits and the landowners

In Rochester, the step most people miss is the city film permit. The City of Rochester says a permit is required for filming, video taping or photographing on private or public property and in the right-of-way. The fee is $750, reviews take up to five business days, and the film liaison decides what else is needed, which can include insurance, a location release, a parking plan or a street closure plan. We build that lead time into the schedule.

Two other landowners come up often. The Paint Creek Trailways Commission owns the trail, which is closed from 10 p.m. to 6 a.m., and we ask the Commission before using trail property as a launch point. Oakland University sits just west of the city, and its Policy 676 requires an outside operator to have a university sponsoring department, file an authorization checklist with campus police and get Risk Management approval before flying over university land.

Light and seasons

Fall is the strongest season along Paint Creek, when the trees around the hotel and the trail turn color. Summer evenings suit downtown patios and storefronts. The biggest seasonal subject is the Big, Bright Light Show. The Downtown Rochester DDA says more than 1.5 million lights cover the buildings downtown every evening from 5 p.m. to midnight, running into January 2027. Part 107 allows night flights with anti-collision lighting, but not over crowds, so we plan light show aerials for quiet hours.

Permissions

Where to launch in Rochester

We handle permissions and permits as part of every quote.

City of Rochester film permit

The city says a film permit is required for filming, video taping or photographing on private property, city property or other public property, or in the city right-of-way. The fee is $750, permits are reviewed within five business days, and the city's film liaison may also ask for a certificate of insurance, a location release, a parking plan or a street closure plan.

Paint Creek Trail

The trail is an 8.9 mile linear park owned and managed by the Paint Creek Trailways Commission, running through Rochester, Rochester Hills, Oakland Township, Orion Township and the Village of Lake Orion. It is day use only and closed from 10 p.m. to 6 a.m. We clear any launch from trail property with the Commission first.

Oakland University

OU Policy 676 bars recreational drone use on or above university property. A commercial operator from outside OU needs a sponsoring university department, a completed Exhibit A checklist filed with the OU Police Department and Risk Management approval, and must hand over a copy of the imagery within one week.

Hotels, homes and businesses

Michigan's PA 436 of 2016 keeps cities from regulating drone flight itself, but it gives no one the right to launch from someone else's land. We fly from private property only with the owner's written permission.

FAQ

Drone questions in Rochester

Do you need FAA authorization to fly a drone in Rochester, MI?
Not below 400 feet. FAA data shows the whole city is uncontrolled Class G airspace at the surface, and there are no LAANC facility map grids inside the city limits. We still check for temporary flight restrictions on the day of every shoot.
Do I need a City of Rochester permit for a drone video?
Usually, yes, for commercial work. The City of Rochester says a film permit is required for filming or photographing on private or public property in the city, with a $750 fee and a review of up to five business days. We confirm the details with the city's film liaison before we lock a date.
Can you film the Big, Bright Light Show with a drone?
It can be done with planning. The Downtown Rochester DDA says more than 1.5 million lights cover downtown buildings each evening from late November 2026 through Jan. 17, 2027. Part 107 limits flying over crowds, so we pick late hours or low-traffic nights, fly with anti-collision lighting and line up the city film permit first.
Where can I hire a drone pilot in Rochester?
RAW Digital Group's drone photographers and videographers are FAA Part 107 certified pilots based at our Detroit studio who fly Rochester and the rest of Oakland County. We handle the airspace check, the city film permit and landowner permission as part of the job.
How fast can you get a drone to Rochester?
Downtown Rochester is about 26 miles from our Detroit studio on Hunt Street, roughly 40 minutes by road without traffic. Because the city is open airspace, the timing usually depends on weather, the property owner and the city's film permit review rather than the FAA.
How much does drone photography cost in Rochester?
Our published starting prices are aerial photo from $450, aerial video from $1,500 and FPV fly-through from $2,500. The final quote depends on the location, permits and what you need delivered.
