Flying in Saginaw

Downtown Saginaw, Old Town, the east side and the Fashion Square Mall area are outside controlled airspace below 700 feet, so no FAA authorization is needed for flights under 400 feet. MBS International's Class D reaches the northwest edge of Saginaw Township, where LAANC is required.

  • MBS International Airport (MBS), about 9 miles northwest of Saginaw according to FAA airport records, has a control tower and Class D airspace from the surface to 3,200 ft MSL. Its edge reaches into the northwest part of Saginaw Township toward Freeland.
  • LAANC is available for MBS. FAA facility map ceilings step down from 400 ft at the outer edge of the Class D to 200 ft about 3 miles from the airport and 0 ft over the airfield.
  • Saginaw County H.W. Browne Airport (HYX), about 4 miles east of downtown, is a county-owned airport with no control tower. FAA data shows no controlled airspace at the surface there, but we still watch for manned traffic, which always has the right of way.
  • Saginaw Valley State University in University Center sits outside controlled airspace as well, so the limits there are the university's rules rather than the FAA's.

According to the FAA’s Class Airspace data, downtown, Old Town, the east side along Genesee Avenue, the Fashion Square Mall area and the Zilwaukee Bridge sit under Class E airspace that does not start until 700 feet above ground. MBS has a control tower and Class D airspace from the surface to 3,200 feet MSL, and its edge reaches the northwest part of Saginaw Township toward Freeland. LAANC is available there, and the FAA facility map ceilings step down from 400 feet at the outer edge to 200 feet about 3 miles out and 0 over the airfield. Saginaw County H.W. Browne Airport, about 4 miles east of downtown, has no tower and no controlled surface airspace, but it is an active general aviation field, so we plan east-side flights with an eye on its traffic. Rules can change with a temporary flight restriction, so we check B4UFLY or a LAANC app on the day.

Campus, refuge and state land rules

Two landowners set firmer limits than the FAA. Saginaw Valley State University’s drone policy applies to commercial and noncommercial pilots, including visitors, on its property, and outside pilots go through a university approval process. South of the city, the Shiawassee National Wildlife Refuge is federal land where the U.S. Fish and Wildlife Service prohibits launching, landing or disturbing wildlife with drones. Michigan DNR land has its own rules: its Land Use Orders require written permission for commercial drone use in state parks and recreation areas. For everything else we launch from private property with the owner’s written permission.

Light and seasons

Late spring and early fall suit river and downtown aerials, with full trees and calmer air than midsummer storms bring. October color along the river and the refuge edge gives property and destination content its strongest backdrop. Winter aerials work well for industrial sites, where snow outlines roofs, lots and rail spurs. Twilight flights, legal under Part 107 with anti-collision lighting, show the arena and downtown lit up. Because we travel from Detroit, we hold a backup weather day for every Saginaw shoot.

Where to launch in Saginaw

Shiawassee National Wildlife Refuge

The refuge lies just south of the city. The U.S. Fish and Wildlife Service says launching, landing or disturbing wildlife with a drone on a national wildlife refuge is prohibited under 50 CFR 27.34 and 27.51, so we never launch there and plan flight paths that stay off refuge land.

Saginaw Valley State University

SVSU's drone policy applies to commercial and noncommercial pilots, including visitors, on university-owned property. Outside pilots go through the university's flight approval process, so we get SVSU's sign-off before any flight over campus.

Michigan DNR land

The DNR's Land Use Orders bar commercial drone use in state parks and recreation areas without written permission from the department, and ban flights over campgrounds and occupied beaches. We request that permission before any shoot on state land in the Saginaw Bay region.

Private property and the riverfront

Michigan's drone law (PA 436 of 2016) stops local ordinances on flying, but it does not give a pilot the right to use someone else's land. We launch only where the owner or manager has given written permission.

Drone questions in Saginaw

Do you need FAA authorization to fly a drone in Saginaw?
Not for most of the city. FAA data shows downtown, Old Town and the Fashion Square Mall area are outside controlled airspace below 700 feet, so a Part 107 flight under 400 feet needs no LAANC. The exception is the northwest edge of Saginaw Township near MBS International, where the Class D requires authorization.
Can you fly a drone over Saginaw Valley State University?
Only with the university's approval. SVSU's drone policy covers outside pilots on university-owned property and routes them through a flight approval process. The airspace over campus is not controlled, so the university's permission is the main step.
