Nearly all of that sits inside Burke Lakefront Airport's Class D airspace, so almost every downtown Cleveland flight starts with a LAANC request, and two stadium rings close the core on game days.

Flying in Cleveland

FAA data puts downtown Cleveland, the Flats, Ohio City, Tremont, University Circle and the near west lakefront inside Burke Lakefront Airport's (BKL) Class D airspace from the surface up. Drone flights there need LAANC or other FAA authorization, and facility map ceilings range from 0 to 400 feet depending on the block.

  • Burke Lakefront Airport (BKL) sits on the lake about 1 nautical mile north of Public Square. Its Class D runs from the surface to 3,000 feet above sea level and covers the downtown core, according to FAA Class Airspace data.
  • The FAA UAS facility map allows LAANC approvals up to 300 feet at Public Square, Progressive Field, the east bank of the Flats, Ohio City and University Circle, including the Cleveland Clinic main campus area. Tremont and Edgewater Park showed 400 feet, and the Detroit Shoreway area 350 feet.
  • The grid is 0 feet at North Coast Harbor by the Rock and Roll Hall of Fame and at Huntington Bank Field, the blocks closest to Burke's runways. LAANC cannot approve a flight there, so harbor and stadium-front shots need a different launch point, a longer lens or a further FAA authorization.
  • Cleveland Hopkins International (CLE) is about 9 nautical miles southwest of Public Square. Its Class B reaches the surface near the airport, where we saw 200 foot grids around West Park. Over downtown, the Class B is a shelf starting at 3,000 feet above sea level.
  • Old Brooklyn, around the Cleveland Metroparks Zoo, showed no surface controlled airspace in FAA data. On the far east side near Collinwood, Cuyahoga County Airport's (CGF) Class D applies, with a 400 foot grid at the point we checked.
  • Grid values change across short distances here, so we check the exact grid for the address before we quote, and we check B4UFLY or a LAANC app and current NOTAMs on the day of every flight.

What Cleveland businesses film from the air

Cleveland’s aerial subjects are packed into a few square miles. Downtown towers around Public Square and Playhouse Square, the restaurants and apartments of the Flats, and the lakefront attractions at North Coast Harbor all look different from 300 feet than from the street. Across the Cuyahoga, Ohio City and Tremont pair older brick neighborhoods with views back to the skyline. About four miles east, University Circle holds the Cleveland Museum of Art, Case Western Reserve University and major hospital campuses, where an overview is often the only way to show the full site.

Industrial property along the river, from bulk docks to rail yards, is the other half of the market. Those are private, often secured sites, and we film them only for the owner.

A Class D city

Cleveland is unusual because its downtown airport sits on the lakefront. Burke Lakefront Airport (BKL) is about a mile north of Public Square, and according to the FAA’s Class Airspace data its Class D covers the core of the city from the surface up. Almost every downtown, Flats, Ohio City or University Circle flight needs LAANC first.

The facility map is workable. Most of the grids we checked allow 300 feet, and Tremont and Edgewater allow 400. The exceptions are the blocks closest to Burke’s runways. At North Coast Harbor and Huntington Bank Field the grid is 0 feet, which means no automatic approval at all. Cleveland Hopkins (CLE) adds Class B on the southwest side, with lower grids near the airport.

Game days, parks and permits

Stadium restrictions shape the calendar. The FAA’s stadium rule bars drones within 3 nautical miles of stadiums from one hour before to one hour after MLB, NFL and NCAA Division I football games. Progressive Field and Huntington Bank Field sit less than a nautical mile apart, so a Guardians or Browns home game closes downtown, the Flats, Ohio City, Tremont and the near west lakefront. We check the FAA’s SEAMS event list before booking a date.

On the ground, Cleveland Metroparks’ drone policy limits flights to designated fields and requires a separate permit for filming. Edgewater Park is part of its Lakefront Reservation. City property, city parks and street use go through the Greater Cleveland Film Commission’s permit process, which asks for insurance naming the city and recommends two weeks of lead time. Cuyahoga Valley National Park prohibits drones. Ohio’s statewide rules are in our Ohio drone laws guide.

Light, seasons and travel

The lake sits to the north, so the skyline from the west, around Edgewater and Detroit Shoreway, catches late afternoon and sunset light, and the Flats bridges read best when the sun is low. Wind off Lake Erie can build quickly, even on clear days, so we hold a backup date for lakefront work. Winter brings clean skyline frames after snow, and a quieter stadium calendar after the football season ends.

Game days

The FAA bars drones within 3 nautical miles of stadiums hosting MLB, NFL and NCAA Division I football games, from one hour before to one hour after. Progressive Field and Huntington Bank Field are less than a nautical mile apart, so on Guardians and Browns game days the rings cover downtown, the Flats, Ohio City, Tremont, Detroit Shoreway and Edgewater Park. By our measurement the Cleveland Clinic main campus falls just inside the Progressive Field ring, and University Circle's museum district just outside both.

Cleveland Metroparks

Cleveland Metroparks limits drone flights to designated open-field areas: the Polo Fields at South Chagrin, Top O' Ledges at Hinckley, the Main Street Diamond at Mill Stream Run and, in the off-season, most golf course fairways. Filming requests need a separate permit, reviewed case by case, which may carry a fee and insurance. Edgewater Park is part of the Metroparks' Lakefront Reservation, so lakefront shoots there go through that process.

City of Cleveland permits

The Greater Cleveland Film Commission routes city permits for shoots on city property, city parks or the exterior of publicly owned buildings, and for anything that restricts streets or sidewalks. City property permits require a certificate of insurance naming the City of Cleveland as additional insured, and the commission recommends applying at least two weeks ahead.

Cuyahoga Valley and campuses

Cuyahoga Valley National Park, south of the city, prohibits drones. Case Western Reserve University requires prior approval from its Division of Public Safety for any flight on university property, and limits who may fly there. We launch only from private property with the owner's written permission.

Drone questions in Cleveland

Do you need LAANC to fly a drone in downtown Cleveland?
Yes, in most of it. FAA data shows downtown, the Flats, Ohio City, Tremont and University Circle inside Burke Lakefront Airport's Class D airspace. LAANC can approve flights up to 300 or 400 feet in most of those grids, but the grid is 0 feet at North Coast Harbor and Huntington Bank Field.
Can you fly a drone near the Rock and Roll Hall of Fame?
Not with a routine LAANC approval. The FAA facility map grid at North Coast Harbor is 0 feet because it sits next to Burke Lakefront's runways. We shoot the Rock Hall from approved grids further south or west, or from the ground, and we never fly there on Browns game days.
Can you fly a drone in Cleveland Metroparks?
Only in designated areas, such as the Polo Fields at South Chagrin Reservation, and filming needs a separate Metroparks permit reviewed case by case. Edgewater Park and the rest of the Lakefront Reservation follow the same rules.
Can you fly a drone in Cuyahoga Valley National Park?
No. The park says uncrewed aircraft are prohibited in Cuyahoga Valley National Park, as on most National Park Service land and water, whether the flight is recreational or commercial.
