Book a standard camera drone when you need the view from above: aerial stills, a slow reveal of a building, an orbit around a property, a top-down shot of a site. Book FPV when you want the viewer to travel through a place in one continuous move, through a front door, down the length of a bar and out onto a patio. Many venue and development projects need both. FPV costs more and takes more planning because it is flown by hand, and outdoors the FAA requires a visual observer when the pilot is in goggles.
How a camera drone works
A modern camera drone holds its position using GPS and other sensors, so it can stop in mid-air and wait while the pilot frames a shot. The camera sits on a three-axis gimbal that keeps it level no matter how the aircraft tilts. Most models also have obstacle sensing and programmable flight paths.
That stability is the whole point. It makes camera drones the right tool for:
- High-resolution aerial stills for listings, leasing sites and press
- Slow reveals, where the camera rises over a tree line or building to show a skyline
- Orbits around a property or landmark
- Top-down shots of a site, a rooftop or a pattern of people
- Repeatable flights for construction progress, flown from the same points each visit
The trade-off is movement. Camera drones are cautious in tight spaces, and their moves read as “from above.” They are not built to thread a doorway at speed.
How FPV works
FPV stands for first-person view. The pilot wears goggles that show a live feed from a camera on the front of the drone, so they fly as if sitting in it. Cinematic FPV is usually flown in a manual mode with no GPS hold and no automatic leveling. Every movement is the pilot’s stick input, which is why FPV footage can bank, dive and glide like a bird.
The camera is usually fixed to the frame rather than mounted on a gimbal, and the footage is stabilized in editing. FPV aircraft come in two broad types:
- Cinewhoops. Small quadcopters with ducts around the propellers, built for flying indoors and close to people and objects.
- Larger open-prop quads. Faster aircraft for outdoor work such as chasing vehicles, diving down building faces or flying over water.
FPV is the tool for continuous one-take tours, close passes past people or products, and speed. It is not the tool for still photos or for hovering to frame a shot.

The legal differences
Outdoors, both types fly under the FAA’s Part 107 rules for commercial drone work. The same basic limits apply: 400 feet above ground level (or up to 400 feet above a structure when flying within 400 feet of it), a groundspeed of no more than 100 miles per hour, and at least three statute miles of visibility, all under 14 CFR 107.51.
The key difference is visual line of sight. Under 14 CFR 107.31, someone must be able to see the drone throughout the flight with vision unaided by any device other than corrective lenses. That ability can be held by the pilot or by a visual observer. A pilot in goggles cannot see the aircraft directly, so outdoor FPV needs a visual observer, and section 107.33 requires the pilot and observer to stay in effective communication the whole time.
Flying over people is the second difference that matters. Section 107.39 bars operating over a person unless they are participating in the operation, are under a covered structure or in a stationary vehicle, or the flight meets one of the FAA’s operations-over-people categories. The lightest category requires an aircraft of 0.55 pounds or less with no exposed rotating parts that could cut skin. Weight and propeller design both count, so ask your pilot which category, if any, their aircraft qualifies for.
Indoors is different. In its FAQ database, the FAA says Part 107 “would not apply to operations conducted indoors,” because its rules cover the outdoor national airspace. That means a flight inside a fully enclosed building. The moment the drone exits through a door or passes under an open roof, treat that portion as an outdoor flight under Part 107. Indoors, the building owner and the venue’s insurer set the rules.
Two more points apply to both types. Drones that must be registered also have to meet the FAA’s Remote ID rule, which the agency began enforcing on March 16, 2024. And Michigan’s drone law, PA 436 of 2016, makes it a misdemeanor to use a drone to capture images of a person in a way that invades their reasonable expectation of privacy. For hotel rooms, residences and back-of-house areas, get consent before the drone goes in.
Safety and insurance
FPV flies close to people, glass and fixtures, so its risks are different from a camera drone at 200 feet. Ducted cinewhoops reduce the chance of injury from propellers. They do not remove it.
The controls that make FPV safe are ordinary and specific:
- A closed or controlled set, with guests kept out of the flight path unless they are briefed and part of the shot
- Spotters at blind corners and doorways
- Ceiling fans off, loose decor and signage secured, and doors propped or staffed
- Battery, radio and failsafe checks before every take
Insurance deserves its own question. Ask the pilot to confirm in writing that their liability policy covers FPV and indoor flight, and ask for a certificate of insurance naming your venue or landlord. Flymark’s 2026 pricing guide lists higher insurance and added spotters among the reasons indoor FPV costs more than outdoor drone work.
Cost differences
FPV generally costs more. UAV Coach’s April 2026 pricing guide puts commercial marketing video from a camera drone at $2,000 to $5,000 per project. Flymark’s 2026 FPV guide lists $1,500 to $3,500 for a simple FPV flight and $2,500 to $7,500 for commercial work with social edits.
The gap comes from crew, time and editing. FPV needs at least a pilot and an observer outdoors, more hours for route design and rehearsal, and more work in post to stabilize and cut the footage. Our drone photography cost guide breaks down the full range.
Planning an FPV one-take
A single continuous FPV take looks spontaneous. It is not. It is closer to blocking a stage show.
Route design
Walk the space with the pilot. Decide where the shot starts, where it ends and what the viewer should notice along the way. Measure doorways and ceiling heights on the route, and find the tight spots before the drone does. The best routes tell a small story: arrival, the main room, the detail, the reveal.
Rehearsal
Plan several dry runs before the keeper. FPV batteries last only a few minutes, so the route has to fit one pack, and each run tells the pilot where to slow down. Staff learn their marks during rehearsal, not during the take.
Lighting
FPV cameras have to handle every lighting change on the route in one exposure. Turn on every light in the space, open blinds where the view helps, and avoid routes that jump from a dark hallway straight into direct sun. Some LED fixtures flicker on camera, so test them on the first rehearsal.
People choreography
People make a fly-through feel alive, and they are the hardest part to plan. Give every person a mark and a cue. Bartenders pour as the drone passes, a server crosses at a set moment, guests turn toward the camera on count. Everyone in frame should know the drone is coming and agree to be filmed.
Plan for more than one take. Even a well-rehearsed one-take usually needs several full runs. Budget the time, and keep people on their marks until the director calls it.

Where a helicopter fits
A helicopter flies under manned aviation rules rather than Part 107, so it is not held to the 400-foot drone ceiling. That makes it the tool for high skyline views, long tracking runs across many miles, or flights where a drone could not legally go. It requires a charter operator and a camera system, and it usually costs far more per hour than drone work. For most Detroit business projects, a drone covers what is needed.
